Bring a large pot of water to a boil and cook the spaghetti according to the package directions. Drain.
In a large saucepan melt the butter and add in the minced garlic and garlic scape pieces.
Whisk the flour into melted butter and garlic, about 1 minute.
Slowly add in the milk and cream while continuing to whisk. The mixture will begin to thicken.
Add in the cheese and stir until melted. If the mixture becomes to thick, add in milk to thin.
Add in the cooked pasta and stir until coated.
Salt & pepper and serve with chopped parsley as your garnish.
Serve with garlic bread and side salad.
